The cause of the crash is under investigation.

A debate broke out in the comments on the Fox 9 live stream of the incident on whether or not it is legal to cross the solid white lanes that run through the Lowry Hill Tunnel. According to the Minnesota State Patrol, it is legal to cross a single lane solid white line, but not recommended. Therefore, it is legal to change lanes in the tunnel, but it is not recommended.
