ST. PAUL, Minn. (KMSP) - St. Paul police identified the man shot and killed by police Thursday night as 30-year-old Philip Quinn.
Police were called to the 600 block of Canton Street around 6 p.m. for a report of a suicidal man. Family members told Fox 9 Quinn had recently been released from the hospital for mental issues and had allegedly been stabbing himself moments before the incident occurred.
"He was psychotic, he told me and his cousin that he died in my basement and came back to life." Philip’s fiancée, Darleen Tareeq said.
Police identified the officer who fired the shots as Rich McGuire, who had been on the force for seven years. Officer Joe LaBathe, an 8-year veteran, was also involved. Both officers have been placed on 3-day paid administrative leave, which is the policy of the St. Paul Police Department.
Quinn’s loved ones are looking for answers on why St. Paul police opened fire.
"They set a perimeter all around my house, guns drawn and everything. I'm standing right there with my daughter, I said, please why you got your guns drawn I said why aren't there tasers out please do not shoot my baby's dad." Tareeq said.
Quinn also leaves behind a 3 month old baby girl.
"That's one thing I'm going to miss, just the look of love that my baby and him had when they look at each other, I feel so sad for her that she is never going to know her dad." Tareeq said.
St. Paul police are still investigating the incident.
