Law professor questions why ICE agents have guns for civil enforcement

Hamline University Professor David Schultz examined the legal options available after a Border Patrol agent fatally shot a man in Minneapolis. He also questioned why ICE agents are equipped with lethal weapons for civil law enforcement, when criminal law enforcement at the federal level is handled by the FBI.
